    Participatory approaches are an essential part of flood response measures.  Participation needs to take place at at least two different societal levels: at the individual, household and community level (the micro level) and at national level (macro level).&lt;br /&gt;
&lt;br /&gt;
Micro level participation would need to ensure the inclusion of the affected population; local authorities; NGOs, humanitarian relief/development agencies (including the UN and Red Cross/Crescent families); relevant ministries working at local level; and elected representatives.&lt;br /&gt;
&lt;br /&gt;
Macro level participation would need to ensure the inclusion of the Government; multilateral institutions; NGOs, humanitarian relief/development agencies (including the UN and Red Cross/Crescent families); and international finance institutions.

    Coping Mechanism and Vulnerabilities: As people remain vulnerable to various kinds of critical factors, they build their own coping strategies and mechanisms to deal with those. Individual, group, or community who remain successful in devising coping strategies to respective vulnerabilities gradually build ‘interfaces of resilience’. Contrary, those who fail to build adequate coping strategies become transiently vulnerable to host of pressing factors.

    Awareness building: It is imperative that for implementing participatory approach in flood disaster management and to make it effective, awareness about any disaster event and the role of all concerned should be clearly understood.
