Participatory approaches are an essential part of flood response measures. Participation needs to take place at at least two different societal levels: at the individual, household and community level (the micro level) and at national level (macro level).
Micro level participation would need to ensure the inclusion of the affected population; local authorities; NGOs, humanitarian relief/development agencies (including the UN and Red Cross/Crescent families); relevant ministries working at local level; and elected representatives. Macro level participation would need to ensure the inclusion of the Government; multilateral institutions; NGOs, humanitarian relief/development agencies (including the UN and Red Cross/Crescent families); and international finance institutions. |
